State 1345 Guidelines

This document outlines the player-led rules and guidelines for State 1345. These rules are voted upon by the state's leadership and are subject to change.

Hybrid Rulesets

  • Rule 1: Racism, sexism, homophobia, aggression, and bias [against anyone because of their nationality - e.g. Russiophobia - beliefs and religion] are prohibited. Discussions about political views, war, or other modern global issues are also banned.

NAP policy will not protect violators.

Discord Rulesets

  • Rule 2: Discord mods will remove your complaints in #rule-breaks-and-creeps (Discord Channel) unless it starts with screenshots of trying to resolve with the other alliance’s leadership first.
    • To avoid too much drama, private rooms will be used for resolution. A mediator can be added if necessary that is either an ally to both or an ally to neither.

In-Game Rulesets

  • Rule 3: No loopholes.
    • Ask for clarification if there is any doubt on rules. Using a loophole will be considered breaking the rule.
  • Rule 4: No Attack Policy (NAP) Rule
    • NAP 10 begins February 15th, 2025.
    • No NAP during KE, however, there is a 48-hour NAP after KE as well as peaceful hours between 02:00 UTC and 08:00 UTC

when gatherers may not be attacked.

    • Statewide NAP respects CC and SvS.
    • CC: _Saturday 09:00 to Sunday 24:00._
    • SvS: _When SvS prep starts until Sunday 24:00._
  • Rule 5: Attack Policy
    • Attacks from one settlement to another are limited to 3 solo attacks OR 1 rally per reset, including during KE.
    • Settlement attacks during alliance events such as Trap, Horde, RR, Fortress, etc. are not allowed anytime.
    • Rules do not apply to players without a tag, with a tag but named “Survivors,” or simply named “Survivors.”
    • Attacks against settlements and occupation tents on your territory are allowed.
    • Gatherers on your territory can ALWAYS be attacked.
    • It is prohibited to attack crystal mines that are already occupied by other players. Violations will result in strict penalties, up to and including zeroing.
  • Rule 6: Alliance Buildings
    • Redundant towers surrounding/blocking an AC may be attacked.
  • Rule 7: Bunkers/Fortress
    • Only 2 bunkers and 1 fortress allowed per alliance.
    • Only fight if registered on Discord.
    • The first attack on the building MUST be a rally.
    • Do not attack other settlements on the gray zone during fights.
    • Recons are acceptable.
    • Do not surround a bunker or fortress.
    • Leadership will discuss and provide a rotation for bunkers/fortresses.
  • Rule 8: Governor
    • Governor will be rotated starting with the first State vs State event, regardless of the alliance who wins at Capital.
    • To be eligible for governorship, the candidate’s alliance must participate in the fight, hold at least 20 active main accounts, and participate in PvP events such as bunkers and CC.
    • Governor will be rotated between the Top 10 alliances.
    • The winner may keep Governor if they have not had Governor yet, and will pass it on to the next highest ranking alliance if they have already held Governor during the current rotation.
  • Rule 9: Crystal Mines
    • No attacking mines
      • Attacking any mine is strictly forbidden, regardless of the situation. Players should claim mines by occupying empty spots, not by fighting.
    • No taking over a mine that already has an incoming march
      • If another player has already sent troops to an empty mine, no one else is allowed to take any actions to claim it. __This includes both attacking and attempting to reach it faster.__
    • No speeding up your march to a mine that already has an incoming march
      • Using speed-ups to arrive at a mine before another player's already active march is prohibited.
    • Reporting violations
      • If someone breaks these rules, a report must include a screenshot showing only the reporter’s march arrow towards an empty mine at the moment of dispatch. Reports without evidence will be disregarded.
